Rostelecom subsidiary opens office in Innopolis

RTK Soft Labs, a subsidiary of RTLabs, opened an office in Innopolis. The opening ceremony took place at CIPR IT-conference in the Technopark. The event was attended by Roman Shaihutdinov, Deputy Prime Minister of the Republic of Tatarstan and Minister of Informatization and Communication of the Republic of Tatarstan, Nikolai Nikiforov, Minister of Communications and Mass Communications of Russian Federation,
Igor Nosov, General Director, Innopolis Special Economic Zone JSC, Ruslan Shagaleyev, Mayor of Innopolis, and Mikhail Oseevsky, President of Rostelecom PJSC.
The Competence Center was established on the basis of RTK Soft Labs to be responsible for the technological design, development, operation and technical support of innovative information systems and digital services intended for education, medicine, housing and public utilities, transport, banking, as well as for the development of public e-services at the regional and federal levels.
The Center is established for the purpose of R&D cost optimization and formation of a stable and controlled infrastructure for the development of innovative products based on open technologies.
RTK Soft Labs is a center for the development and operation of the mobile application of the Unified Public Services Portal (, the Unified Service Platform (ESP), including the Intellectual Departmental Platform (IVP), the System for Procedural Compliance (SIR), the Regional Medical Information System (RMIS), and CAMI–Teleradiology solution.
The development, enhancement and technical support of the Unified System of Identification and Authentication (ESIA), the Inter-Agency Electronic Interaction System (SMEV), portal solutions and e-services for public authorities and local governments, as well as support of information systems will be carried out in Innopolis.
Also, Innopolis will accumulate competences for further development of the National Biometric Platform (NBP) designed for the legally significant operations and provision of public services using biometric technologies, as well as the development of Rostelecom’s E-Document Interchange Roaming Centre (RC EDI), the trusted E-Document Interchange System (SEDO) and technological infrastructure of the Fiscal Data Operator (OFD).
The investments into the project will exceed RUB140 mln over a 5-year period, with the R&D expenses reaching approximately 90% of the amount.
The RTK Soft Labs employs high-qualified IT specialists from across the country, including remote regions. The employees are offered an enhanced social package, benefits and motivational programmes. A nation-wide recruiting campaign entitled “Federal Team for Federal Projects” has started in May.

The project “Competence Center for Information Products of Rostelecom Group” was approved by the Supervisory Board of Innopolis Special Economic Zone (SEZ) at a meeting on April 5, 2017 chaired by President of the Republic of Tatarstan Rustam Minnikhanov.
